City of Mount Vernon Seeks Volunteers for Pro and Con Committees on Parks and Public Safety Levy Lid Lift

The City of Mount Vernon is seeking civic-minded residents to serve on Pro and Con Committees for the upcoming Parks and Public Safety Levy Lid Lift ballot measure, which will appear on the November 4, 2025, general election ballot.

The proposed measure would generate $3.9 million annually starting in 2026 to fund essential park and public safety services. These include:

  • Increased staffing, equipment, and vehicles for police and fire services
  • Playground replacements and capital improvements in the City’s three largest parks
  • Staffing for parks and community recreation programs
  • Youth programming and community events
  • Maintenance and operations of city parks

A financial review determined that existing revenue sources are insufficient to meet the city’s growing needs for public safety and park services. Without new funding, the city faces the prospect of significant cuts to basic services that directly impact residents' quality of life.

Each Pro and Con Committee will consist of up to three official members who must be Mount Vernon residents, though additional individuals may assist in preparing arguments. The committees are responsible for drafting statements for or against the measure, which will be published in the Skagit County Voters’ Pamphlet. Final argument statements are due by August 15, 2025, with rebuttals due by August 20, 2025.
